You can now set the encoders to Relative behaviour in Components, as part of Encoder Custom Modes – this means the encoder value is relative to the current position of the parameter.

In Relative mode, the encoder doesn't send an absolute position value. Instead, the encoder uses a binary offset-style encoding to send small increment or decrement values to indicate the direction and amount of rotation:

This allows the encoder to continuously operate without a defined minimum or maximum position, unlike an absolute encoder.
When an encoder is set to Relative behaviour, the encoder LED turns off whilst turning the encoder.
To use relative encoders with your DAW and external hardware gear, the receiving software or hardware needs to know how to interpret relative control – check the DAW or external hardware manufacturer's user guide for more information on this.

Ableton Live
In MIDI map mode, at the bottom of the Live window, select 'Relative (BinOffset)' as the Mode option:

Cubase
In MIDI Remote, you can create a custom MIDI mapping, aside from the standard Cubase script for your MIDI controller. When setting up the encoders, in the Properties section, make sure to select 'Relative Binary Offset' as the Value Mode:

In the Action menu or in MIDI learn mode, under MIDI CC, select 'Relative 2 (63=-1, 65=+1)':
